You must be a full-time student and in good academic standing in order to transfer to another university while on an F-1 student visa. You must also confirm that the institution you are transferring to has received USCIS approval to accept foreign students.
The school is required to transfer your SEVIS record to any school you choose, even if you have finished your studies there or have been dismissed. Work with the DSO at your new school to try to find a solution if your current or prior school won’t transfer your SEVIS record. SEVIS records cannot be refused transfer by a school for any monetary or commercial considerations.
Possess a copy of the BIR-issued admission letter from the college or university you intend to enroll in.
Obtain the DSO’s (Designated School Official) contact information for the institution you intend to attend.
Declare your intention to transfer to your current (transfer-out) school. Fill out an International Student Transfer Form that you can obtain from BIR. You must sign the document allowing your current school to transfer your SEVIS record BIR and release specific information about you.

If you wish to transfer right away after arriving at a US school from abroad, you must first report to the institution that is indicated on your Form I-20. Your SEVIS record should be activated and transferred to the new school you intend to attend by the School DSO.
Keep in mind that you will need a Form I-20 from the institution that has your active or initial record if you intend to leave the country during the transfer procedure. Travel must therefore be either:
1.Began and finished with an active Form I-20 from the transfer-out school prior to the transfer release date.
2. Started and finished with an initial Form I-20 from the transfer-in school after the transfer release date.
Depending on how long your present visa is valid for, you could be encouraged to extend it before requesting a change of status. Inform the admissions office of the school you intend to attend of your predicament and let them know that your visa is about to expire.
